Understanding substitution and imputation in the 2013 Census summarises the processes and methods used during the collection and processing of 2013 Census forms to create substitute individual and dwelling records, and to impute specific variables. While these processes improve data quality overall, the purpose of this paper is to inform data users of the effects these processes have on the data so users can consider them when using the data.
