Statement of service performance

For the year ended 30 June 2008

This statement summarises, for the year ended 30 June 2008, the actual performance of Statistics New Zealand against the performance standards set out in the statement of forecast service performance contained in Statistics New Zealand’s Statement of Intent 2007.

Performance is assessed for each of the three output classes defined for appropriation purposes under the Public Finance Act 1989. For each output class, actual performance is measured, where applicable, against the following criteria:

  • cost – budget expenditure attributable to the output class
  • quantity – indicators of the number of outputs to be produced
  • quality – measures of output quality, including peer reviews, response rates, coverage, accuracy and presentation
  • timeliness – scheduled output delivery dates.

Two main types of outputs contribute to the outcomes of the Official Statistics System. These are leadership of the Official Statistics System, and the delivery of official statistics.

Leadership of the Official Statistics System
Outputs from one area (Coordination of Government Statistical Activities) are purchased by the Minister of Statistics for leading the Official Statistics System.

Delivery of official statistics
Outputs from three areas (Population, Social and Labour Force Statistical Information Services; Economic and Business Statistical Information Services; and the 2011 Census of Population and Dwellings) are purchased by the Minister of Statistics for delivering official statistics.

Official statistics produced outside Statistics New Zealand are purchased by the relevant ministers. For example, the official statistics produced by the Ministry of Tourism are purchased by the Minister of Tourism through Vote Tourism.
