Review of Economic Standard of Living Statistics 2011

Statistics New Zealand has reviewed New Zealand’s economic standard of living statistics and produced the Review of Economic Standard of Living Statistics 2011 report.

The review’s purpose was to identify enduring information needs relating to economic standard of living, and ascertain the extent to which statistics are adequate for current and prospective information needs. The report recommends actions to address any significant shortcomings or gaps, and provides a framework for developing income, wealth, and consumption statistics over the next 5–10 years.

The review was carried out with the help of an advisory group of experts from the Treasury, the Reserve Bank of New Zealand, the Ministry of Social Development, the Department of Labour, Inland Revenue, the Retirement Commission, and Motu Economic and Public Policy Research. Other interested experts and the public were also consulted. Eleven recommendations were identified from six enduring research and policy topics.

The highest-priority recommendations are that Statistics NZ:

  • works with other relevant agencies to investigate the feasibility of improving data quality, reducing respondent burden, and achieving efficiencies through rationalising existing data sources on earnings and benefits
  • clarifies the detailed information needs and priorities in the area of individual and household net worth, and works with stakeholders to investigate options to produce highest-priority information needs in a sustainable way
  • works with key stakeholders to ensure existing data sources of longitudinal data are used to their full potential; prioritises future needs for longitudinal income and wealth data and investigates options for meeting those needs, including exploiting administrative data (on its own or in combination with survey data)
  • undertakes a comparison of macro- and microeconomic measures of income, saving, and wealth, with a view to better understand and explain these measures.
