Work Stoppages: September 2009 quarter

Commentary

Eighteen work stoppages ended in the September 2009 year, 12 fewer than in the September 2008 year.

Quarterly and annual comparisons

Four work stoppages ended in the September 2009 quarter, compared with six stoppages ending in the June 2009 quarter.

The four stoppages recorded in the September 2009 quarter were comprised of two complete and two partial strikes. The stoppages involved 970 employees, and resulted in losses of 80 person-days of work and an estimated $17,000 in wages and salaries.

Eighteen work stoppages ended in the September 2009 year, made up of 15 complete strikes, and three partial strikes. There were no lockouts in the same period. These stoppages involved 2,010 employees, and losses of 1,382 person-days of work and an estimated $262,000 in wages and salaries.

In comparison, the 30 stoppages that ended in the September 2008 year involved 5,401 employees, and losses of 10,782 person-days of work and an estimated $2.7 million in wages and salaries.

Average losses in person-days of work per employee and average losses in wages and salaries per employee both decreased from the September 2008 year. In the September 2009 year, an average of 0.7 person-days of work and $130 in wages and salaries were lost per employee. This compares with 2.0 person-days of work and $500 in wages and salaries lost per employee in the September 2008 year.

Industry distribution of stoppages

The transport, postal, and warehousing industry had the highest number of stoppages in the September 2009 year, with five stoppages (28 percent of all stoppages). This industry also had the largest number of employees involved and estimated loss in wages and salaries.

Sector distribution of stoppages

Seven public sector stoppages ended in the September 2009 year, down from 10 in the September 2008 year . Eleven private sector stoppages ended in the September 2009 year, down from 20 in the September 2008 year.

Public sector stoppages that ended in the September 2009 year involved 1,619 employees, and losses of 841 person-days of work and an estimated $0.2 million in wages and salaries. Private sector stoppages involved 391 employees, and losses of 541 person-days of work and an estimated $0.1 million in wages and salaries.

Resolution of stoppages

The underlying dispute was resolved in 11 of the 18 stoppages that ended in the September 2009 year. Seven of these were resolved through negotiation between the employer and employee or their representatives. One stoppage was resolved through mediation services provided by the Department of Labour. One stoppage was resolved through a decision of the Employment Court or other third parties. The rest were resolved through other methods.

Seven of the work stoppages that ended in the September 2009 year did not have the underlying dispute resolved.
